PREAMBLE
We, the members and founders of the United Democratic Salvation Front (UDSF);Cognisant of the racial, ethnic, religious and cultural diversity of the Sudan, as a state, wherein citizenship constitutes the basis of rights and duties;Convinced of the Federal and Presidential systems as the best modality for the administration and governance of the country in the shades of freedom, democracy and pluralism as means for transfer of power through free and direct elections expressive of the will of the people;Confident of the independence of the judiciary as a vessel for justice and the rule of law in a reconciling society free of the spurious and negative phenomena of the past;Committed to the Constitution of the Sudan 1998 which guarantees fundamental human rights, basic liberties, and the peculiarity of South Sudan and its right to self-determination exercised through an internationally supervised referendum;Concomitantly adhering to the Political Association Act 1998 to enable the people make decisions over their country's governance; and Decided to associate ourselves together within framework of a national collective organisation and drew up this document as the constitution of the United Democratic Salvation Front, the guide to our work and endeavours, the banner for justice, freedom and democracy, and the beacon to peaceful coexistence and fraternity; for us and for all our people - the sons and daughters of the Sudan - lovers of peace, unity and prosperity.
PART 1
GENERAL PROVISIONS
Establishment
Article 1
There shall be established in accordance with this constitution, a political organisation to be known as "the United Democratic Salvation Front". It shall be an extension of the United Democratic Salvation Front which ratified the Sudan Peace Agreement 1997; and an acknowledgement of the heroic and patriotic role of the members thereof, as well as a compliment to the sacrifice of the martyrs of peace and democracy in the Sudan.
Title and Commencement
Article 2
This constitution shall be cited as "the Constitution of the United Democratic Salvation Front 1997" and shall commence upon its enactment by the National Convention of the Party.
Interpretation
Article 3
In this Constitution unless the context otherwise requires: -

Party means The United Democratic Salvation Front, the political organisation hereby established by this constitution, hereafter abbreviated as the UDSF Constitution means the constitution of the Party.

Member means a member that has registered in the membership roll of the Party.3.Convention means the general meeting of members of the Party in the village/ward, or elected and delegated members from branches of the Party in villages/wards to the Parish or from the branches of the Party in the Parishes to the Province or from the branches of the Party in the Provinces to the State or from the branches of the Party in the States to the national convention.3.Association Council (AC) means the elected council by the Convention at levels of villages/wards, parishes, provinces or states or the nation.3.Executive Bureau (EC) means the committee elected by the AC for the leadership of the political and executive work of the Party on the level of a village/ward, a parish, a province, a state or the nation.4.President means the member elected to be the President of the Party on the level of the nation, state, province, parish or village/ward.3.Vice President means the member deputising for the President.4.Chairman means the Chairman of the AC.5.Deputy Chairman means the member deputising for the Chairman.6.Secretary General means the Secretary General of the Party on the level of the Nation.7.Rapporteur General means the Rapporteur General of the Association Council.8.First Secretary means the First Secretary at the secretariat of a level of the Party other than the National.9.Head Department means a head of an AC department.10.Secretary means the member elected as secretary of a secretariat at an EC.11.Department Rapporteur means the member appointed as rapporteur of a specialised department at an AC.
PART 2
PRINCIPLES, OBJECTIVES, MEANS AND PROGRAMMES

Chapter One Principles
|

Article 4
The principles of the Party shall be:1.Realisation of unity in diversity;2.Insurance of the principle of citizenship as basis for liberties and duties;3.Consolidation of democracy and pluralism;4.Realisation of values of freedom, justice and peace;5.Respect of human rights and the rule of law;6.Respect of peoples rights and freedoms;7.Insurance of the right to self-determination for the people of South Sudan through an internationally supervised referendum;8.Amelioration of the constitutional federal system;9.Revitalisation of the economy by free market mechanism;10.Liquidation of corruption in all its forms;11.Insurance of the right to food, medicine, education, and security to the citizens and properties thereof.
Chapter Two
Objectives
Article 5
Objectives of the Party shall be: -1.Implementation of the Sudan Peace Agreement 1997 in letter and spirit;2.Exertion of all efforts for stoppage of war and preponderance of peace;3.Insurance of voluntary return of the displaced and refugees, their resettlement and repatriation, and relief thereto;4.Provision of basic services such as education, health and agricultural inputs, etc.5.Rehabilitation and revitalisation of the civil service;6.Revitalisation of public life, trade, agriculture, transport, communication, tourism, industry, sports, culture, information media, social associations and securities, and investments of all the different economic sectors.7.Provision of security, liberation of citizens from poverty, need and fear, cultivation of confidence among them, stimulation of their interest for work, production, innovation, progress, and support of peace and peaceful co-existence.8.Encouragement of the role of women and youth in the fields of national and social action, including the care for child, maternity, orphans, widows, disabled, aged, vagabonds and outcasts.9.Insurance of higher and technical education and scientific research.10.Establishment of friendly relations with governments, international and local political organisations on the basis of reciprocal respect for each other's objectives, principles and for joint interests.
Chapter Three
Means to achieve the principles and objectives
Article 6
The principles and objectives said above shall be achieved by the following peaceful means and methods: -1.Political mobilisation of the people through information media inter alia publication, symposia, rallies, lectures, conferences, meetings, encounters and exhibitions, etc.2.Encouraging of social and cultural activities such as arts, literature, folklore, sports, athletics, etc.3.Motivation of the associating members on all levels of the organs of the Party for creation of a powerful organisation.
Chapter Four
Periodical programmes of action
Article 7
The organs of the Party on respective levels shall lay their periodical programmes of action within the framework of the principles and objectives stipulated in this constitution.

Powers and Jurisdictions of Party Conventions
Article 11

Conventions shall have the following powers:-A Convention shall be the highest organ on all levels of the Party.The National Convention shall be the highest of all organs in the Party.A Convention shall have the following jurisdictions:Election of the President of the Convention.Election of the Association Council.Enactment of policies and follow up of implementation thereof.Deliberation and enactment of the annual programmes, plans and budgets.Deliberation and enactment of amendments or annulment of resolutions of lower echelons.Discipline of the organs of the Party on its level.Supervision and overseeing of the performance of lower echelons The National Convention shall exclusively have the jurisdiction of enactment of bills for the amendment of the constitution and the legislations and regulations made thereunder.The President of the National Convention shall be the President of the National Executive Bureau.A Convention shall form committees from among its members for discharging its functions.
Ordinary Sessions
Article 12
Ordinary sessions of Conventions shall convene:Every two months at least for a Village/Ward Convention.Every four months at least for Parish Convention.Every six months at least for a Province Convention Every year at least for a State Convention.Every two years at least for the National Convention.
Extra-Ordinary Sessions
Article 13
Extra-Ordinary sessions of Conventions shall be convened: -Upon request of the President or (1/4) one-quarter of the members.After the lapse of days following the request, the members shall have the right to complain to the organ of higher echelon.If (1/3) one third of the members request an emergency sitting or upon the decision of the President.
Section Two
Composition of Association Councils (ACs)
Article 14
An Association Council shall on all level be composed of: -Members elected from the Convention.President of Women Organisation Executive Bureau.President of Youth/Students Organisation Executive Bureau.President of Syndicated Organizations Executive Bureau.
Powers and Jurisdictions of Association Council
Article 15
An Association Council on every level shall have the following powers and jurisdictions: -Election of members of the Executive Bureau.Election of the Chairman of the Association Council.Formation of specialised departments for discharge of its function.Implementation of the resolutions of the Convention.Drawing and making of plans, legislations and policies of the Party.Supervision and overseeing of the performance of the Executive Bureau.Consideration, enactment, amendment, or annulment of resolutions of lower echelons.Discipline of organs of its level and those on the lower level.Inspection and review of the organs of the Party.Enactment of its resolutions by simple majority.Relief of the Chairman of his post, in an extraordinary meeting, by (3/4) three quarters majority of the delegates.
Ordinary Sessions
Article 16
Session of an Association Council shall convene:Shall convene when called and shall be chaired by the Chairman.Shall convene:Twice a week for a Village/Ward Association Council.Once a week for a Parish Association Council.Once every two weeks for a Province Association Council.Once every month for a State Association Council.Once every two months for the National Association Council.
Extra-Ordinary Sessions
Article 17
Extraordinary sessions of an Association Council shall convene:Upon request of the Chairmen or (1/4) quarter of the members.After the lapse of 15 days following the request, the members shall have the right to raise a complaint to the higher authorities.Upon request of the Chairman of the National Association Council or (2/3) two thirds of the members of the National Association Council.
Specialized Departments
Article 18

An Association Council shall exercise its duties through the following specialized department:-Department of Economy, Trade and Industry.Department of Information and Culture.Department of Services.Department of Members Affairs.Department of Security.The National Association Council and the State Association Council shall have additional departments as follows:-Department of Peace and Political Mobilization.Department of System of Government Relations.Department of Law and Human Rights.The National Association Council shall exclusively have the following departments:-Department of Foreign Relations.Department of Energy and Technological Development Department of Natural Resources Development and Environmental Conservation.
Duties of the Specialized Departments
Article 19
The specialized departments shall have the following duties:Election of the respective heads of departments.A department shall adhere to the policies and resolutions of the Party in their discharge of duties.A head or a member of department shall have the privilege to speak more than once in the meeting of the department.A department may make regulations for its conduct of business.Meetings of a department shall be convened upon request of the head department or a previous resolution of the department or the request of (1/3) one third of the members. In all circumstances the invitation to the meeting shall be made in the name of the head department.Legal quorum for meetings of a department shall be more than half the members or any number of its members attending the second meeting after the failure of the quorum in the previous.The department shall have the right to call any member to give opinion on matter on its floor in accordance with the constitution or the internal regulation or a decision of a concerned organ. The head department shall present his reports to the organ concerned. The Chairman of an Association Council shall appoint a rapporteur for every department.In observance of article 18, the Council shall specify the number of the members making up each of the departments.
Department of Members Affairs
Article 20
The Department of Members Affairs shall be concerned with the welfare of the members.
Department of Legal Affairs and Human Rights
Article 21
The department shall study, review and propose improvement of legislation and consideration of the following issues:-Implementation of the Sudan Peace Agreement 1997 in accordance with the provisions of the constitution of the Sudan and the Federal Laws.Justice guiding general principles and rendering of legal services to all organs.Plans and policies pertaining to security and the united police force on both Federal and State levels.Federal and State legal institutions for improvement and framing of laws.Follow up of records of human rights stipulated in the constitution of the Sudan, the improvement thereof, and suggestion of some ways for resolving issues connected with religion, custom, norms and traditions.Coordination with other human rights bodies inside and outside the country.
Department of Peace and Political Mobilization
Article 22
The department shall be charged with the followings:-Follow up and evaluation of the process of the implementation of the Sudan Peace Agreement, observance of the application of the rule of law, respect of rights and duties.Dissemination of peace culture.Follow up and evaluation of relief, voluntary return, resettlement, and rehabilitation of citizens.Involvement in settlement of peace issues among the citizens.
Department of Economy, Trade and Industry
Article 23
The department shall be charged with the conduct of studies, research, planning, projects, programmes and issues pertaining to:Economic, commercial, industrial and financial institutions.Land, river, air and sea routes.Land development and tourism.
Department of Foreign Relations
Article 24
The department shall be charged with the following:-Planning, research, legislation, and suggestion of possible ways for amelioration of the Foreign Relations of the Sudan on levels of populace and governments.Follow up of the outcome and impact of the declared plans and rendering of reports for improvement.
Department of System of Government Relations
Article 25
The department shall be charged with the following:-Research, review and proposition of amendments of laws related to the federal rule, local government and native administration.Follow up of the implementation of the federal and local government systems, and native administration.
Department of Culture and Information
Article 26
The department shall be concerned with:Policies and plans for development of various Sudanese cultures for better manifestation of the Sudanese identity.Policies for improvement of news media, communication and the press.
Department of Services
Article 27
The department shall frame policies, plans, and programmes for services such as education, health, transport and communication.
Department of Security
Article 28
The department shall be concerned with policies of security and defense.
Department of Energy and Technological Development
Article 29
The department shall design policies and plans on energy and technological development by:-Identifying sources of energy such as thermal, wind, hydro-electric, solar, fossils, etc.Encouraging research on science and technology.
Department of Natural Resources Development
and Environment Conservation
Article 30
The department shall design policies for utilisation and development of natural resources, and the conservation of environment.
Section Three
Composition of the Executive Bureaus
Article 31
The Executive Bureaus of the Party shall each be composed of: President,Vice President,Secretary General/First Secretary,Secretaries of the Secretariats,Members without portfolios
Jurisdiction of Executive Bureaus
Article 32
The jurisdictions shall be as follows:Implementation of the resolutions of the Association Council and the Convention.Coordination of the different activities of the Party.Preparation, programming of work, presentation of proposals and policies to the Association Council.Preparation and presentation of regular reports to the Association Council.Evaluation of the performance of its members, follow up and discipline of them save that the final verdict shall be taken by the Association Council.Consideration of regular reports of secretariats and taking of necessary actions thereon.Consideration, enactment, amendment or annulment of resolutions of lower echelons.Fulfillment of duties and responsibilities of the Association Council upon the failure of the latter.Constitution of select and ad-hoc committees in accordance with the internal regulation.
Sessions of the Executive Bureaus
Article 33
Meetings shall be as follows:-The Executive Bureau shall hold ordinary sittings at least twice every week.Meeting of the Executive Bureau shall be convened upon attainment of the quorum by the attendance of (2/3) two thirds of its members.The President shall call the bureau to meet. The Vice President shall call bureau to a meeting during the absence of the President. The Secretary-General in the absence of both shall call the bureau to hold its meeting.In case of absence of the President, the Vice President and the Secretary General/First Secretary the meeting shall convene under the chairmanship of one of the secretaries.The Executive Bureau shall hold emergency meetings on request of the President or (1/3) of the members thereof.
Composition of the Secretariat General
of the Executive Bureau
Article 34

The Secretariat General of the Executive Bureau of the Party shall be composed of:-Secretariat of Finance and Economy,Secretariat of Education,Secretariat of Health,Secretariat of Engineering Affairs,Secretariat of Culture and Information,Secretariat of Women Affairs,Secretariat of Youth/Students Affairs,Secretariat of Syndicated Organizations.

The National and State Executive Bureaus shall have the following additional secretariats: Secretariat of System of Government Relations,Secretariat of Peace and Political Mobilization,Secretariat of Legal Affairs and Human Rights.

The National Executive Bureau shall exclusively have the following additions secretariats:-,Secretariat of Organization and Administration.,Secretariat of Foreign Relations,Secretariat of Social Planning.,Secretariat of Energy and Technological Development,Secretariat of Natural Resources Development and Environmental Conservation.,Secretariat of Parliamentary Relations.
Powers and Jurisdiction of the Secretariat General
Article 35

The secretariat general shall be concerned with the coordination of the work of the Executive Bureau and facilitation of its performance.2.Every secretariat shall be headed by a secretary assisted by a number of at least two other members appointed by the President of the Executive Bureau.3.Without prejudice to the provisions of clauses (1), (2), and (3) of article 34, the Executive Bureau may specify an appropriate number of secretariats for the discharge of its functions.4The Executive Bureau shall, in accordance with the internal regulation, specify the functions of the secretariats.
Tenure of Executive Bureau
Article 36
The tenure of the Executive Bureaus shall be:-The Village/Ward Bureau 18 months.,The Parish Executive Bureau (2) two years,The Province Executive Bureau (3) three years,The State Executive Bureau (4) four years,The National Executive Bureau (5) five years.
Chapter Four
Composition of Sectors of the Party
Section One
Popular and Syndicated Sectors
Article 37

The Party shall have the following sectors:
-
Youth/Students sector
-
Women sector
-
Syndicated Organizations sector.
-
The Party may, through the National Executive Bureau and with the consent of the National Association Council, establish sectors in the Party for the representation of the various sectors of the society, which are not mentioned expressly in clause (1) above.
Powers and Functions of the Sectors
Article 38
-
Sectors derive their legality from the Constitution and are an integral part thereof.
-
Members of the sectors shall be entitled to rights and subject to obligations as members of the UDSF.
-
Sectors shall be governed by and adhere to the policies and programmes of the UDSF and shall in their activities liaise closely with the organs of the UDSF at all levels.
-
Sectors of the UDSF will function as autonomous bodies within the structure of the UDSF and on the basis of its political and ideological objectives;
-
The organisation control and programmes of the sectors shall be vested in their members and structure in accordance with their respective regulations.
-
The National Association Council may dissolve the sectors of the UDSF.
Section Two
Inspection Commission
Article 39
-
The National Association Council shall have powers to inspect and check the organs of the Party.
-
The National Association Council shall exercise its powers and functions stipulated in clause (1) above through a standing committee for inspection composed of three persons who shall be selected by the Association Council.
Duties and Functions of the Inspection Commission
Article 40
The functions of the Inspection Commission as follows:-
-
Regulation, administration and review of the accounts of the Party.
-
Implementation of plans, programmes and policies of the Party.
-
It shall be a corporate body and operate independently of the Executive Bureaus and the Association Councils.
-
It shall be of technical nature and appointed on basis of professional competence and experience.
-
It may invite the assistance of experienced and competent members for discharging and ameliorating its work.
-
It shall endeavour for attainment of information pertaining to its work from all levels of the Party.
-
It shall render reports to the Chairman of National Association Council and the President of the Executive Bureau.
-
Members of the Inspection Commission may upon the invitation of the Chairman of the Association Council, attend the meetings of the Council individually or as a group without having the right of voting.
-
The time span of the Commission shall be 4 years subject to renewal of the membership of its members individually or as a group.
-
One of the members of the Inspection Commission shall exclusively be free for its desk work.
-
It shall endorse the accounts and property records of the Party in accordance with the internal regulation.
-
The Chief of the Inspection Commission shall be able to indict any member, order arrest and bring the member to book.
PART FOUR
MEMBERSHIP
Eligibility
Article 41
-
Membership of the Party shall be open to every Sudanese embossing its principles and objectives regardless of sex, race, religion or social status, save that he shall be:-
-
Of sound mind;
-
17 years of age or more;
-
Of good conduct
-
A member shall register at the nearest organ of the Party.
-
The Party shall grant honorary membership to those interested and public personalities who deserve such distinction.
-
Membership ceases upon resignation or dismissal in accordance with this constitution or the internal regulation.
Membership Rights
Article 42
A member shall enjoy the rights of:
-
Involvement in formation of Party organs, deliberation and enactment of policies, programmes and regulations.
-
Partaking in different activities of the Party.
-
Participation in selection of the Party leadership.
-
Nomination or appointment to any post in the Party.
-
Attendance of Party meetings and expression of view point therein.
-
Party protection against intimidation, exploitation, segregation or violation of citizens rights.
-
Defence of oneself and appeal against Party disciplinary actions of which one is unsatisfied.
-
Members of honourary status shall have the right to participate in the activities of the Party save those involving national interest.
Membership Commitment
Article 43
Members shall be committed to:-
-
Co-operation among themselves for attainment of the aims and objectives of the Party.
-
Safekeeping of the properties of the Party.
-
Acceptance of constructive criticism and exercise of self-encounter for realisation of democracy in the Party.
-
Attendance of all meetings of the Party.
-
Mobilisation of the people to stand behind the Party for consolidation of democracy and pluralism in country.
-
Encounter of all sorts of repression and discrimination.
PART FIVE
FUNCTIONS OF LEADERSHIP POST HOLDERS
Chapter One
DUTIES AND JURISDICTIONS
Duties of the President of Executive Bureau
Article 44

The duties and functions of the President shall be as follows: -
-
Guidance and co-ordination of the activity of the Party.
-
Representation of the Party on his particular level.
-
Invitation and chairmanship of the meetings of the Executive Bureau.
-
Implementation of policies and programmes enacted by the organs of the Party.
-
Rendering of regular reports, programmes and annual budgets of the Party.
-
Recommendation of two members to the Association Council to fill the posts of Vice-President and Secretary General/First Secretary respectively.
-
Appointment of some members of the Executive Bureau as secretaries.
-
Filling of vacant posts after relief of their occupants for lack of competence, bad conduct or any other reasons.
-
Appointment of specialised cadres for assistance in discharge of the function of the Party.
-
Issuance of decrees in the absence of the Association Council and submission of such decrees to the council as soon as it convenes for amendment, endorsement or annulment of same.
-
The President of the National Executive Bureau shall have additional assignment as follows:-
-
Representation of the Party at national and international forum.
-
Establishment and consolidation of good relations with other organisations, political parties and governments.
-
Submission of recommendation to the National Association Council for appointment of the representatives of the Party abroad.
-
Submission of recommendation to the National Association Council for appointment of the members of the Inspection Commission.
Duties of the Vice-President
Article 45
-
Assist the President in discharge of his duties and functions.
-
Deputising for the President during the latter's absence.
-
Preparation and rendering of regular reports on his duties.
-
Any other duties assigned thereto by the President.
Duties of Secretary General /First Secretary
Article 46
-
Assist the Vice-President in discharge of his functions and duties.
-
Deputising for the President and Vice-President during their absence.
-
Performance of duties assigned thereto by the President.
-
Co-ordination and organisation of the functions of the Party.
-
Supervision and facilitation of reports dispatch especially reports of establishment of the secretariats of the Party at all the lower levels.
-
Keeping of proceedings and records of the meetings of the Executive Bureau.
-
General administration of the Party and management of its funds.
Duties of a Secretary

Duties of the Chairman of the Association Council
Article 48

Invitation of the Association Council to convene.

Chairing of the sittings of the Association Council.

Rendering of advice and counsel to the President and the national leadership cadres.

Partaking and contribution in the political mobilisation for the objectives and programmes of the Party.
-
Involvement in the endeavour for attainment of peace and stability in the country.
-
Any other duties and functions assigned thereto.
Duties of Deputy Chairman of the Association Council
Article 49

Assist the Chairman in performing his duties and functions.
-
Deputising for the Chairman in absence of the latter.

Performance of duties assigned thereto by the Chairman.
Duties of the Rapporteur General of the Association Council
Article 50

Assist the deputy Chairman in his duties and functions.
-
Deputising for both the Chairman and his deputy in their absence.
-
Performance of duties assigned thereto by the Chairman.

Co-ordination and organisation of functions of the Association Council.

Keeping of proceedings and records of the meetings.

Guidance of the work of the rapporteurs of all the departments.
Duties of Head of Specialised Department
in the Association Council
Article 51

Guiding and co-ordinating the activities of the department.

Calling and chairing the meetings of the department.
-
Presentation of issues and proposals to the department and introduction of same to the Association Council, besides any other duties assigned thereto.

Preparation and presentation of plans and programmes of the department to the Association Council for approval.

Assessment of the performance of the department.
-
Preparation and presentation of periodical reports of the department or any other duties to the Chairman and the Association Council.
Duties of a Department Rapporteur
Article 52

Assist the Head of Department in his duties and functions.

Deputising for the Head Department.
-
Performance of duties assigned thereto by the Head department.
-
Co-ordination and organisation of the functions of the department.
-
Keeping the proceedings and records of the meetings.
Legal Advisor
Article 53
The legal advisor shall:-

Render legal advice and counsel to the President and the organs of the Party on all levels.
-
Follow up and co-ordinate legal issues of the Party with the allied political organisations.
-
Prepare studies and comparative researches related to the function and organisation of the Party and contracts.
-
Assist the members seeking to improve the legislation of the Party.
-
Framing of the final resolutions of the organs of the Party.
Chapter Two
Leadership Commitments
Article 54

A leader in the Party shall be a member mandated by election or appointment to lead other members.
-
Leaders in all the organs of the Party shall exercise their powers as delegated to them.
-
Leaders shall have additional commitment above their commitments as members as stipulated in the constitution and the internal regulation.
-
The time span of a leader in the Party ends on the following circumstances:

Resignation
-
End of mandate
-
Relief for lack of eligibility
-
Relief in accordance with disciplinary actions
-
With vote of no confidence by (2/3) two thirds of the members of a Convention.

Death
-
Non-elected position holders shall be relieved of their positions by the authority that appointed them.
Chapter Three
INTERNAL REGULATION
Discipline
Article 55
The internal regulation shall provide for the discipline of members and leaders of the Party and their good conduct as well as for the disciplinary process, penalty and reprimand.
Article 56
The internal regulation shall provide for control of deliberation, expression and taking of opinion, issuance of resolutions and recommendations, submission and discussion of reports and fiscal budgets in the different meetings and Conventions of the Party.
Legal Quorum
Article 57

Unless the constitution expressly stipulates otherwise, legal quorum of the meetings of the organs of the Party shall be (2/3) of the members.

If the quorum is not achieved in the first meeting, another meeting shall be called for and the quorum shall be realised by simple majority of the attending members.
-
Any resolution adopted, in a meeting held in accordance with clause (2) of this article, shall be submitted for endorsement, amendment or annulment in the following meetings after the implementation of the resolution.
Drawing of Resolutions
Article 58
All resolutions in all the organs of the Party shall be taken by voting.
Assumption of Leadership Positions
Article 59
Unless the constitution expressly stipulates otherwise, assumption of all leadership posts in the Party shall be through election in accordance with the regulation.
PART SIX
FINANCE
Sources of Finance
Article 60
Financial sources of the Party shall be as follows:-

Membership identity cards fees

Grants, donations, inheritance, etc.

Investments and commercial activities.
Annual Fiscal Budget
Article 61

The National Executive Bureau shall prepare report on the budget of the previous year and the proposed budget of the new year, and shall submit the report to the Association Council for discussion and enactment.

Without prejudice to the provisions of clause (1) of this article, the Executive Bureau on all levels of the Party shall prepare their annual budgets like the National Executive Bureau in accordance with the internal regulation.
Financial Regulations
Article 62

The National Executive Bureau shall present to the National Association Council bills of the regulations organising the functions of the treasury of the Party for enactment.

Such regulation bills shall include methods of funding and expenditure, and the methods of funds distribution on all levels of the Party, besides a brief financial report covering the keeping of financial documents, books and assets.
PART SEVEN
TRANSITIONAL AND CLOSING PROVISIONS
Representation of the Party
Article 63
The President, Vice President and Secretary General shall be the legitimate representatives of the Party respectively.
Regulations
Article 64
The National Convention shall enact a set of internal regulation bills for the Party comprising the following:-

The regulation of Members and Leadership Conduct.

The regulation of the Party's Organization Structure.
-
The regulation of the Party Conduct of business.
-
The regulation of Financial Management and Control.
-
The regulation of Party Administration.
-
The regulation of Party elections.
-
The regulation of Inspection Commission Conduct.
Collusion, Alliance and Incorporation
Article 65
The Party may collude and ally with, or incorporate into similar political organisations if that does not contravene its objectives, principles and ends.
Establishment of Associations and Institutions
Article 66
The Party may establish arts, professional, cultural and social associations and institutions.
Continuation of Operating Organs
Article 67
The operating organs of the Party shall continue discharging their functions until formation of organs in accordance with the constitution.
Basic Rule
Article 68
This constitution shall be the basic rule of the Party from which all regulations shall derive their authenticity. It shall annul and amend all regulations contradicting its provisions.
Amendment of the Constitution
Article 69
This constitution may be amended by not less than (3/4) three quarters majority of the members of the National Convention.
Dissolution of the Party
Article 70
The National Convention may in an extraordinary session dissolve the Party by resolution of (3/4) three-quarters majority of the members.
Transfer of Assets and Properties Ownership
Article 71
In accordance with article 70 above, by the end of the span of the Party all properties and assets shall be transferred to the next authority specified by the resolution of the National Convention.
